Summary:

Conditional Question are not working. 1st question - "Did you have enough tools to make an informed decision about your benefits?" Yes/No

If the employee selects "No", added a 2nd question that asks - "Did you know who to contact for help/guidance during the process?"

How do I link the conditional question correctly to the controlling question?
