Redwood Sales VBS Page Designer blank when editing the Dashboard

For some reason when I logged into VBS to edit a page I am getting a blank page in Page Designer. There is a message that "This area will be replaced by the flow content". And everything on the Components tab for the Properties tab is hidden. Normally that Dashboard Fragment is visible to the right.

The main seems to work just fine (Test Environment), and when we try the Preview it works and shows as expected.

Has anyone run into this and found a way to fix it?
