How to make Requisition DFF mandatory in RSSP

Summary:

In Redwood - responsive self service procurement - distribution fields are mandatory using VB studio. But unless we click on the distribution fields we are not prompted to enter those DFF and requisition can be submitted.
What is Oracle best practice to transition from Classic procurement to redwood and have the business process not impacted
