Suspend message scenario: Apply a message step against the "Master" AID

Summary:

When a STARTED activity is then SUSPENDED, we need to be able to apply a 'set property' message step against the "master" AID (the original AID).

I posted this issue more than once over the last few years. If you currently have this issue I would appreciate a thumbs up and even better if you can add your own business cases to help support this "gap".

Current behavior: Suspend message steps will apply against the master AID if the activity is suspended without being started. But if an activity is started, then suspended, the suspend message step is applied against the "slave" AID (not the master AID).
