Why sandbox does not work in responsive self service procurement page

Summary:

I have enable redwood responsive self service procurement as part of the new update. I clicked on "Create Non Catalog" and activated the sandbox, the tool used here is page composer. When i try to click on "Page Composer" it doesn't activate. Is this kind of customisation allowed in this new update?
