How to navigate a candidate back when an offer is accidentally created in Redwood?

When a candidate is moved to the Offer phase, accidentally or not, there is no way to move back to prior phase without having to "Cancel Offer", thus rejecting the candidate and not being able to reactivate the application.

The system will allow you to "Return to Prior Phase" and to go further backward in the CSP, if you attempt to move forward a notification appears at the top of the application stating that the action cannot be completed. The only way to get the candidate out is to reject and either have them reapply or reapply OBO to another requestion.
