is it worth setting up eligibility in icp or payroll elements as eligibility is on sysdate in ICP

Summary:

We are trying to implement variable comp plan sin Oracle HCM Fusion ICP and we have requirement to pay out allowances to employees whao are active as of a specific date of the month and also terminated or moved to a differnet country on temporary or permanent transfers

In this we have two options to check the eligibility

1.)element eligibility fast formula

2.)ICP Eligibility profile (user defined/fast formual )

setups.

but since ICP elibility rules only check the assignment status as of the sysdate is it worth trying to write it in the ICP or push all the eligibility checks to Payroll?
