Freezing the "Complete" Option Until Calibration Starts in the performance Document

We have configured the system to lock the Share and Release options for managers. However, we noticed that if a manager selects the "Complete" option, ratings are still getting populated for employees.

We want to freeze the "Complete" option in the manager’s login until the calibration process starts. How can we achieve this configuration to ensure ratings remain locked before calibration begins? In RUI
