Unrestricted life event in two programs

Client is using Unrestricted life event in two different benefit programs - one for 401k and one for Commuter benefits. The Unrestricted LE has different Coverage/rate start & end date rules (one has a formula).

Starting with this calendar year, the client has reported that when an employee tries to change their 401k deferral via Employee Self-Service, they sometimes get an rate overlap error from the Commuter plans. This reportedly wasn't an issue before this year - but no changes were made to either program or life event.

I'm thinking it may be an issue with the fast formula, but are there any concerns/issues with two benefit programs using the same Unrestricted life event with different rules?
