Remove comments from Hiring Manager view offer

Summary:

When manager receives an email that an offer needs to be approved, there is a link that logs them in to Taleo to approve/reject offer and view more information. We don't want the manager to view the comments since the comments appeared to be coming from the candidate req lay out. . We tried to remove the Comments table in View Candidate/view Req/view Offer and this comment is still coming out. How do we hide this?
