How to load termination Life events through HSDL ?

We are in the process of loading the New Hires and Terminations that happened post the conversion through HSDL. The New Hires are working but when we try to insert the Termination row it fails.
In the lower environment, it worked when we added all the eligible plans the employee was enrolled in the Excel row but now its failing that "No Choices found for the Program : ****, Plan YYY. It is possible the participant is not eligible for them.
Given Create Potential Life event as "Yes" which works for New hire but not for Termination.
