What is the sort logic for competencies on job profiles?

We are currently working through assigning competencies to our job profiles with their respective proficiency ratings. We noticed that when you go to review the job profile, the competencies are listed in a seemingly random order. For some jobs, the competencies are grouped by proficiency level, but after that they are not sorted alphabetically or by code. For other jobs, they are sporadically displayed.

What is the sort logic for competencies on job profiles?
