The employee should not be able add the goals to previous year goal plan

There is a requirement that the employee should not be able add the goals to previous year goal plan. Goals are added by the employee under ME»Career and performance»Goal centre»Add.

I want to hide the Add button for one goal plan and not for the other.

How can we achieve it in redwood
