Without assigning resources system not allowing to execute Work order in My maintenance work UI

Summary:

We created work order and then status of work order changed to released. then In My Maintenance Work Redwood page UI when we tried to complete or do some transaction on material System was not allowing to do.
It was showing that "Not available for the assignment" as we have not added the resource in the Work order.
In project we have requirement that the anyone can complete the order without assigning the resources to the work order.
