Lock of the mandatory enrollment period for the benefits plan

For the client I’m assisting, we have a health plan scenario where employees must remain enrolled for a specific period before they can switch plans. However, during this period, they should be allowed to change to the dependent-inclusive option within the same plan.

I configured this rule in the health program, but when activated, the system blocks all changes, including switching options within the same plan.

As a test, I created a plan outside the program (in an isolated environment), but the behavior was identical.
