Recency report

I want to have a report that shows "recency" in incidents (or better yet - show contacts who do *not* have recent incidents) based on a list of assigned opportunities.

The attached report is the best I can do - but showing *all* the old incidents tends to clutter up the report.  I want the report to be an "Action" orientated report showing only individuals who have not been connected with in the past 3-4 weeks.

I'm sure an "if/then" based on incidents.updated statement would work, but I don't know the proper formatting - My current report highlights the incidents based on exceptions.
