Custom role to restrict users to request non catalog items

Summary:

I created a custom role to restrict users from using non-catalog to request items. I removed the privilege Create Requisition with Noncatalog Requests and assign the role to the user.

However when I checked both Classic SSP and the new RSSP, the option for Create Non-Catalog requests is still available.

Did I miss anything?
