Joining Two Condition In Exception

Guys help me here,

I want to add two condition in one exception but not able write correct syntax.

If incident created less than 2 hours and incident priority is normal (Custom Field) then show red color.

I have written this syntax but not working out  if(incidents.created<=7200 & incidents.c$priority=Normal,1,0)

Appreciate your quick help on this.
