Can we customize the text on Post Enrollment Task - Complete Pending Actions

Hope you are doing well!

We want to put some help text on Post Enrollment Task - Complete Pending Actions when employee election a benefit which needs EOI. We also want to put help text on the page which employee sees when he clicks on the Pencil Icon under Post Enrollment Task - Complete Pending Actions as mentioned below -

I also tried to search the string 'Contact your benefits administrator for additional steps regarding this certification.' in User Interface text but Search produced no result.

Would appreciate any help/pointers, thank you!
