The Salary Audit is disabled in Audit Policies. Are there ways to track down changes?

Summary:

The Salary Audit is disabled in Audit Policies. And there was a recent change in an employee's salary, but we are not able to identify what exactly happened.
The change was captured by our Changes-Only Extract. But when we try to query backend, the salary ID no longer exists. And with the same salary effective dates, a new salary is registered.

Are there any other ways to track down these changes?
We are thinking, since the user used the same effective dates, it corrected the salary record. But question in addition, how come it was not registered in the transaction console? We also validated that no HDL updated the salary record.
