Skills & Qualifications competency graph is different from the Career Roles/Explore Careers graph

Since 25A, the Self Evaluated and Target Levels of the Skills & Qualifications competency graph have flipped. The Target Level is now on top.

Compare this to the Explore Careers/Career Roles competency graph and you see the difference:

The Explore Careers/Career Roles competency graph is the correct orientation.

Is this a bug? How do we fix it?

This is quite confusing for end-users to see the same graph in 2 different ways.
