Element Entry Ending and Restarting while No Change in Value during life event

Summary:

We have a benefit plan that is tied up with respective element entries. whenever there is a life event, if there is no change in the value of benefit plan the element entries tied will end date and re-start with the life event dates. This is causing significant impact on the third party payroll system.

Any idea if we can restrict the dates not being restarted whenever there is no change in the value for the respective benefit plan.
