Create Journey shows only Offboarding task

Summary:

When we are navigation from Journey icon at home page and navigate to Explore → Create Journey and tries to duplicate existing journey by selecting "Select existing Journey", then only Offboarding journeys are appearing under dropdown.

We have Onboarding checklist as well configured in the system, which are not listed in this dropdown.
