Goal Measurements in Goal Center display Lookup Code in UI instead of Lookup Meaning

When we add a unit of measure in a goal, the lookup code gets displayed in the UI instead of the lookup meaning:

The value displayed should've been the one highlighted below:

Is this expected behavior? Or did we miss something in our setup?
