Restrict Employees from editing and submitting pending actions from Self service

Summary:

Employees are able to able edit and submit pending actions from Self service redwood

Navigation : ME-BENEFITS →PENDING ACTION

For New hire life event ,ADHOC CHANGE LE etc the employee was able to designate benficiary,dependents from Me -Benefits→pendings action section in Redwood.

In our case client don't want employee to make updates through pending actions. Before migration to redwood in Responsive the employee won't able to submit pending actions. Only admin will doHow can we restrict employees designating dependents from me->benefits -> Pending actions?
