Taleo - How To Create a Requisition Owners Field in a Custom Tab

In Taleo Business Edition I am creating a custom tab. I want to add a "Requisition Owners" field to my custom tab field same as the "Requisition Owners" field on the requisition tab shown in the picture. This field should open a pop-up of users with hiring manager access that users can assign or unassign. How can I create this field in the new custom tab as it is not an option when I press "New Field"?
