Managers and employees are unable to delete goals assigned by HR

Summary:

When an HR assigns a goal to an employee through mass assign process or directly adding them to the employees' goal plan through My client groups > goals centre - the manager and the employee are then unable to delete this assigned goal.

As per the goal plan config - Actions for Workers and Managers on HR-Assigned Goals is set to Cancel and delete. When mass assigning the goals - the checkbox for "Allow assignees to edit goal definition" is checked and also the field "Allow managers to delete objective" is set to Managers and employees.
