Inconsistent Display of Promotion Recommendation in Manager Evaluation Notifications

In the Performance Management System (PMS), when a manager submits a performance document, they fill out a questionnaire that includes a promotion recommendation. However, the value shown in the resulting notification is inconsistent—sometimes displaying "Yes" and other times "No," regardless of the actual input. This issue is not occurring in lower PODs, where the notification consistently reflects the correct response. A screenshot is attached for reference.
