Goal Plan Sets in Redwood: Is it supported?

I would like to ask something about Goal Plan Sets. As I have seen in the past, the goal plan sets are not supported in Redwood.

We are using Goal Plan sets so that we can associate two different goal plan types in the same review period : one is for financial goals and the other one for non - financial. The goals included in the non- financial goal plan are subjected to managerial evaluation and thus included in the performance document. On the contrary, financial goals are not included in the performance document.

Now that goal plan sets are not supported, how can we differentiate our two goal categories for the same review period, so that we define which goals will be in the performance document and which not?
