Skip background check for the internal candidate

Is it possible to skip the background check phase for JR candidates who are already employees ofthe company?

The client I follow would like to use the same JR for both internal and external candidates, but if it links a background check to it, can this be skipped by internal candidates? Is there a system way to avoid internal candidates doing this step? Are we able skip it for internal or we need to create a duplicate requisition without background check?
