Multiple charts in one dashboard

I'm trying to create a dashboard that has "Incidents by category" with a separate graph for each of our offices (each office is a queue).  To start off, I create a separate copy of the "Incidents by category" report for each queue and set the parameters to show just that queue.  Then, I created a new Dashboard and threw all of those individual reports into it, to create a larger dashboard with 10 graphs; one graph for each queue. The problem is that when I view the dashboard, all of the graphs are using the parameters (really just the queue) from
