Eligibility batch process is creating PD without goal plan being assigned to the worker

Hi,

We have observed that eligibility batch process is creating performance document without the goal plan being assigned to the worker. The Document created doesn't have any Performance goal section either.

On the configuration side

• Performance Template has Performance Goal section, Synchronised goal checkbox is ticked and the Synchronise Goal profile option has also been enabled.
• Goal plan includes correct Performance Document type and Review period as that of the Performance Template.

Also to add, when tried to create the PD manually using 'Create Documents' then as expected it doesn't let you create it as goal plan is not assigned to the worker.
