Authorization not required, but enable on the Expense Report

Content (please ensure you mask any confidential information):

Under Manage Cash Advance and Authorization Policies, we have Authorization enabled which is what we want. However we want to Attach Authorization = Yes Lines Only but make this an Optional Behavior only, not required since in practice, not all Expense report needs an Authorization number.

However even with Optional selected, it is still Required on the UI.

I checked Sandbox>Page Composer and there is no option to make this not required, the "Show required" box wasn't even checked.

So is there a workaround to make Authorization not required, but enable on the Expense Report?
