Need to enforce minimum and maximum goal limits in a single Goal Plan

We have a business requirement where employees must submit exactly 6 goals within a single Goal Plan. This includes at least 2 Work Output Goals and at least 2 Behavioural Goals. The system should enforce this strictly—preventing submission if the conditions are not met and displaying an error popup. We’re looking for a delivered solution or recommended approach to implement this validation during goal submission. Please advise if this is configurable.
