Competency Target Level vs Current Level - Redwood

We need clarification on the current level of competency - Target vs Current.

Target level is fetched from Job/model profile. Where is the current level coming from? Is it from performance document? We had an evaluation recently completed but why is Redwood not able to fetch these data?
