Development Goals DFF's in Performance Document

Summary:

Hi Team,

We have added few mandatory DFF in Development goals section which aren't required/visible in Performance goals .
Development goals :

Performance Goals:


During Performance review with performance goal section, when Manager trying to submit evaluation providing ratings, error message triggered stating its mandatory to provide values for DFF's under development goal section. We din't add development goal section in performance template, how to rectify this issue?
