Error Exception during RestAction in Performance Templates (Redwood)

Summary:

I am getting error message "exception during RestAction" anytime I open Performance Templates. User already has Human Capital Management Application Administrator and Human Capital Management Integration Specialist roles (standard ones) and still getting error message. Is any other role missing?
