How to Remove Shop (shopping cart icon) for a few users

Summary:

I need to remove the Shop function for a few users. Should I edit our procurement requester role and remove a privilege, and if so what privilege must be removed? I need to allow our Accounts Payable team members to make basic inquiries, however not be able to order (Use the Shop icon, which is the shopping cart). How can I remove this Shop function?
