Custom Role for AR Customer View/Site Create

Requirement is to create a Custom role with only access to View Customer and Create new Sites. We followed below note and able to see only Manage Customer option. However, we are not able to search and see customer accounts although we have given data access for BU/Ref Set. Pls suggest.
