Unable to update Contingent manager via HDL

Issue while updating the Contingent worker as a manager to normal employee user.

Unable to update manager through the HDL file due to below error.

Error -

The manager can't be added because the NewManagerAssignmentNumber attribute with a value of C789*** doesn't have an active or suspended primary assignment.
