Process Life Event on 01Jan along with Open Enrollment LE

We have a requirement to perform Global Transfer on 01Jan. But we normally perform Open Enrollment on 01Jan. Saw the collapsing rule configuration and we cannot setup winning LE by using Open Enrollment. Is there any methodology to handle such scenarios.

Any response/suggestion/working example will be highly appreciated.
