Hide National ID and Biographical Data until the applicant is in Offer Accepted

Summary:

Is there a way in VBS to hide the NID and Biographical Info sections from certain security roles until after the applicant has accepted the offer? We have been trying to find an appropriate rule configuration in business rules, but nothing seems to be working.
Until we get this resolved there are concerns about displaying this data—especially DOB—prior to the offer being accepted. This data only displays on applicants that have previously provided it due to applying on another requisition and getting
