Cannot move Applicant from Screening, To Be Reviewed back to New

Summary:

We have applicants that we are trying to move from Screening, To Be Reviewed back to New status on requisitions. We are testing Redwood pages before deploying this into our production environment and found that even though we can select 'Move Back a Phase' for some applicants and this works, for others it does not go through and they remain at the same status.
