Help customizing/hiding Redwood Goals action menu (3 dots)

Summary:

Currently on the Responsive Goals page (for TM's and LM's) we have disabled the checkbox to take any action on the not to be rated and library objectives using a customization (EL expression by category code) via page composer. We would like to do the same on the Redwood page, which does not have a checkbox but has 3 dots which opens up a drop down showing all the actions. We could not find the 3 dots attribute in VBS. Is there a way to apply a customization to hide the 3 dots based on the category code ?
