How to update Ship-To Site Address using API

Summary:

Looking for REST/SOAP API to update "Bill To" Site address.

We are creating Hub Organization Customer with Type is Buying Customer. Data is coming from a different system.

Requirement is, when "Bill-To" Address Purpose is different from "Ship-To" , then "Bill-To Site" Address for "Ship-To" needs to be updated as "Ship-To". Refer the following screenshot

Any SOAP /REST API available to achieve this requirement? We don't want to use Customer FBDI as it very extensive.
