How to build a report to track "missed" toasts?

I want to be able to see how often an agent is missing toasts. That is, how often an agent will let the toast message pop (3 times) and ignore it all three times. This would be similar to a rolled call report from an ACD. I didn't see one in the out of box reports so I was wondering if anyone else has determined how to do this?
