Report for Campaign segmentation

Hi Guys,

I am trying to create a report which uses two tables:one custom object and contact. We are trying to pick the records which have the same value for one field for example Passport number. Are we able to pick this values without creating a relationship between the two tables? We are looking for an approach for using this report for segmentation in campaigns (outreach).
