Top 5 Calls by Program?

We have monthly reports that provide call data counts by Program and Category.  Is there a way to query for just the Top 5 calls per Program in one report?  I can get one program by limiting records to 5 and then sorting counts in descending order, but not multiple programs.    Attached is a report definition (image) for reference.
