Job Profile details are no longer viewable on Redwood

Summary:

After 25B we lost the ability to edit all the Job Profile Details on a Job Profile. We can still edit the Name field, but nothing else. It seems this has to be security related but we haven't been able to discover what is now missing.

The only thing editable now it the "Name" field

But in RUX we could edit the description, qualifications, etc.
