Fusion Field Service - Users created in FFS without External ID

Summary:

For an already existing user in Fusion, we have added the field service technician resource role, and followed the instructions as per below documentation
https://docs.oracle.com/en/cloud/saas/field-service/fagsf/index.html & the user got synced, but there was no external ID (supposed to be the party id) generated as mentioned in the document for the user. Due to this, all accelerator's / integration updates are failing as the respective field service technician is always mapped as not found.
